How does RNA Polymerase know where the promoter and terminate site are?

the promoter region is coded for by a base triplet or codon found at -35 codon or 35 codons from th start where replication is gong to take place. this is followed by a leader sequence(-10). the terminal site is coded for also by a specific gene and has a specific codon.
