HELP with Student Behavior!?

Hi, I have a group of students in a middle school, 1st period that are just really bad! They do not listen and they just wont do the work. No matter what I say or do these 3 particular students just wont stop fooling around.I even threaten them to take away recess but it doesnt work! I dread these students and Im just fed up with them. What do I do? I try to find fun games to do with them to try to motivate them to learn but it doesn't seem to be helping! Can anyone help me at all???
