Has anyone had any luck negotiating a payment plan to pay of a Capital One Credit Card?

Out of work, I called all my credit card companies and negotiated repayment plans to pay off my balances and reduce my intrest rates. Capitol One will not even talk to me about it. They will not work with me to lower my interest rates or montly payments. Has anyone negotiated a repayment plan with Capitol?
